Illustrative scenario
Enterprise GPT procurement: choose the supply path, then arrange access and delivery
This illustrative scenario shows a typical procurement process. It does not describe an actual client engagement.
A Singapore software company compares official GPT supply paths and plans account ownership, deployment identifiers, spend allocation and acceptance checks.
Requirements and existing systems
Assume a Singapore software company with 20 staff wants two workflows: support agents draft answers from approved product documents, and engineers summarise issue histories. It already has a CRM, an internal web application and Entra identities. Inputs are authorised document excerpts and sanitised tickets; outputs are editable drafts with source references. A person reviews an answer before it reaches a customer. Model-generated references still need checking against the underlying document.
The procurement request separates employee use in a hosted workspace from API access embedded in the application. Buying ChatGPT seats does not fund API usage: the products have separate billing. The desired deliverable is a documented access path and an accepted pilot, rather than a shared login or an unqualified promise that every GPT model is included.
Illustrative location and budget constraints
For this example, the contracting entity and all 20 staff are in Singapore. All intended API users are outside Mainland China; check their actual countries against the selected provider's access rules. An overseas entity does not establish eligibility in every country. Account and billing country, inference location, storage scope and data terms are separate checks.
OpenAI lists Singapore as a supported API country, but this does not prove project/model access or Singapore inference. Its current GPT-6.1 Sol card identifies US and EU data residency; do not infer Singapore processing from broader regional endpoint lists. For Azure, review the chosen deployment type: Global deployments can route across datacenters. For Bedrock, record the source Region and the profile's possible destinations; the GPT example below does not assume a supported Singapore Runtime endpoint.
Assume an internal total monthly planning cap of US$2,000 for model usage, any workspace seats, application hosting, logging and support. This is a fictional requirement, not a quotation or a promise that it covers the workload. Before ordering, finance must approve the tax treatment, currency, billing entity and handling of overages. Sensitive tickets stay out of the pilot until the permitted data categories and retention rules are signed off.
Choose the supply path before choosing credentials
| Public route | Why evaluate it | Procurement check |
|---|---|---|
| OpenAI API directly | Direct API organisation and project management | Supported countries, payment setup, project permissions, exact model and usage tier |
| Azure OpenAI in Microsoft Foundry | Existing Entra and Azure governance may simplify ownership | Paid subscription, resource, model/version/deployment type, region and quota |
| Amazon Bedrock | Existing AWS billing and IAM may suit the application | AWS model access, supported endpoint/API, source Region, inference profile and quota |
For this assumed company, Azure is an initial candidate because it already uses Entra. It is selected only if the requested model, location, features and commercial terms fit; OpenAI direct and Bedrock remain separately evaluated alternatives. A model absent from one route is not replaced with a similarly named model without the buyer's approval.
A unified API is a separate technical and commercial arrangement. Its upstream provider, supported model list, model mapping, fees, logging, rate limits and failure handling must be stated in writing. OpenAI-compatible request syntax does not establish equal coverage or equal capabilities. Public availability through an original provider does not establish Corebyte's supply authorisation, available capacity, agreed price or SLA.
Bind the account, deployment and model
The buyer retains ownership of its account and billing relationship. An administrator records the legal entity, billing account, project/resource, runtime identity, endpoint, exact model/version, deployment name or inference profile, quota and allowed processing scope. The implementation team receives scoped access; credentials remain in the approved server secret store.
The identifiers differ by channel. OpenAI direct uses a published model ID in the selected API project. Azure's request model is the actual deployment name, such as the placeholder YOUR-GPT-DEPLOYMENT, rather than a guessed catalogue name; confirm the selected authentication method. With Entra ID, verify an applicable inference role such as Cognitive Services OpenAI User, or equivalent permissions. API key authentication is a separate path. For Bedrock, AWS credentials or a Bedrock API key belong to the AWS account, not the OpenAI API account.
For a dated example, official documentation lists gpt-6.1-sol directly and in Azure's catalogue. The Bedrock card lists openai.gpt-6.1-sol on Mantle in us-east-1; Runtime uses an eligible us.openai.gpt-6.1-sol or global.openai.gpt-6.1-sol inference profile, with different routing. These illustrate the checks required, not a default purchase recommendation. Proprietary GPT and gpt-oss are distinct offerings. The exact purchased model, API features and permitted regions must be confirmed on the chosen route.
Implementation and handover steps
- Approve a requirements sheet containing the use cases, data classes, selected provider path, requested model, location conditions, budget owner and acceptance criteria.
- Have the buyer's administrator establish billing and least-privilege runtime access. Record resource ownership and the party responsible for quota or model-access requests.
- Configure a server-side adapter for the confirmed endpoint and identifier. Keep development and production usage separate; enforce document permissions before retrieval and redact sensitive logs.
- Run an authorised pilot against an agreed set of normal, insufficient-evidence, access-denied, timeout and rate-limit cases. Record model/version, sanitised request ID, usage and human corrections.
- Hand over the configuration record, billing allocation, operating runbook, escalation contacts and a way to disable new requests. Any model, region or provider change requires approval and regression checks.
Allocate charges and control spend
Separate workspace seats from API consumption. Allocate application requests by project, team or cost centre, retaining usage and currency information suitable for invoice reconciliation. Estimate uncached input, cache reads/writes, output, tools and storage under the actual provider's tariff; include cloud and integration charges separately. A lower token price does not establish a lower cost per accepted answer if retries or manual corrections increase.
For OpenAI direct, current documentation offers spend alerts and optional hard organisation/project spend limits. Alerts allow traffic to continue; an enforced hard limit can return 429 spend-limit errors. Enforcement is not instantaneous, so a small overrun is possible. Check the actual control on the selected cloud or unified API rather than assuming it behaves the same. Plan how staff continue work when a quota, balance or hard limit blocks requests; do not label a model change as a billing fix.
Acceptance, risks and delivery boundaries
Acceptance requires the approved model and route, correct project access, expected output format, document-level permission tests, incomplete-stream handling and an invoice/usage sample that finance can reconcile. Unsupported tools, model refusals and absent evidence are distinct outcomes. Define quality targets and test-set ownership before the pilot.
The public sources below establish that these provider routes exist. They do not confirm this buyer's account eligibility, regional capacity, negotiated price, Corebyte resale authority or coverage through a unified API. These remain explicit procurement items.
